Talk about an ambitious game... With a long branching story, four big cities to partially recreate, and the challenge of shifting some of the biggest paradigms in the driving genre, it's simply huge.
The Flair: C
Good graphics, soundtrack, and voice acting overall, although the game is clearly limited by the capabilities of the era. Popping elements stand out as the game's biggest issue.
The Feel: E
Masterfully crafted gameplay, with special emphasis on the car handling, which is sumptuous. Chases and time trials work wonders, while some of the integrated minigames don’t shine as much. The infamous tutorial and the last mission are absurdly hard, especially the latter
The Fuel: D
Although the story isn't particularly good and can be confusing and chaotic at times, the fact that the plot takes you to four different cities is exceptional. Mission design is excellent too, allowing players to choose which missions they prefer at certain points in the story.
Excellent

Conclusions
Driver is a special game in the best possible way. In a time when GTA had a top-down perspective and other titles like Gran Turismo were focused on providing a driving simulation experience, Driver burst onto the scene with a fresh approach and addictive gameplay. It's not a perfect game, but it surely is a must-play for fans of the genre, even 25 years later.
