Quite ambitious for a fighting game, both the roster and the scenarios are rich and variate. On top of that, the mechanics also entail their complexities and challenges.
The Flair: E
Truly amazing graphics, even by Neo Geo standards. It's easy to overlook that these graphics were only possible for the arcade systems in 1993, and it was absolutely amazing to have this at home. The sound effects and soundtrack, although not fantastic, are great and significantly enhance the experience.
The Feel: 9
Gameplay is very fun at times, but more often than not, it's also a bit confusing and sluggish. The controls are not the most intuitive, especially the interactions in and out of the ring as well as the use of weapons. Even the submissions feel a bit unnatural to perform. Besides that, the single-player mode is also marred by a pretty unfair AI.
The Fuel: B
The roster is varied, and all the characters have solid sets of moves. However, the scenarios are standard fare and a couple of extra game modes would have been great - especially a mode featuring more than two fighters.

Conclusions
3 Count Bout is overall a very solid arcade fighting game that, despite struggling with some issues regarding its controls and unbalanced AI, often provides hilarious moments of WWE-style fun.
