Looking at the final product, it's clear that at some point the development was abruptly halted and considered finished, because there are too many loose ends, and the game feels more like a proof of concept. In any case, it's very likely that they weren't aiming for much beyond a casual racing game.
The Flair: 9
Graphically, the game was quite outdated, especially compared to older titles that had similar or even better graphics. However, it holds up well and the animations are quite smooth and decent. The lower half of the screen is reserved to the HUD, which compromises a lot the experience. You must choose between sound effects or music and neither is great.
The Feel: 3
The gameplay is an absolute mess. The mechanics are confusing — you only have to input turns sometimes — and everything you touch makes you fall off the motorbike. This wouldn't be so bad if it weren't for the oil stains in the middle of the track, which kill any bit of fun you might have had.
The Fuel: 4
It features four vehicles that have exactly the same specs, with the only difference being the circuit you end up racing on, which is weird. These circuits are few and unimpressive, and the lack of game modes leaves no room for any kind of engagement.

Conclusions
1000cc Turbo is a game we couldn't recommend to anyone: uninspired, shallow, and outdated. There's so little reason to visit it—let alone spend more than 5 minutes playing it—that if we were to make a list of pros and cons, the pros section would probably be empty.
